Why these numbers

History. No count: the six delays give no number for when a blocked source was finally used. Signal points are counted from 50.

Hunch. Swedish Prime Minister Ulf Kristersson said on 16 October that nothing has changed on the frozen Russian assets.

How this resolves

The frozen assets market resolves on the same European Council conclusions: YES if by the end of 18 December 2026 leaders agree a loan or another way of funding Ukraine based on frozen Russian assets, and NO if they do not. Politico Europe and The Guardian settle it if the Council pages cannot be read.

The pattern behind it

3 of 5
Three of five times EU leaders put off a decision on money for Ukraine or Greece, the next summit named both a sum and a source, and twice it did not. Editorial scoring note: Six rows represent five financing questions. The October and December 2023 rows are the same 50bn question, counted once. Three of five succeeded at the first next summit. This is an analogue, not an exact frequency for a market allowing two summits.

We looked for cases where EU leaders put off a decision on money for a country in need at one summit and came back to it at the next. We found six such delays from 2010 to 2025, five of them about Ukraine. Two of them, in October and December 2023, were about the same €50bn plan.
