Resolved: YES

On 24 September 2026 Senator Rand Paul introduced S.J.Res.217, a joint resolution of disapproval of the sale of 48 F-35 jets to Saudi Arabia (transmittal 26-69), and its text is on govinfo.gov.

Why these numbers

Hunch. Three senators have already filed against the smaller Saudi package and a House Intelligence Committee Democrat came out against the jets within a day, but a disapproval resolution cannot be made privileged until the formal notification is on the record.

How this resolves

The F-35 market resolves on the text of the resolution. It resolves YES if, by the end of 15 October 2026, a joint resolution of disapproval covering the sale of F-35 aircraft to Saudi Arabia is introduced in either chamber and its text appears on govinfo.gov. A letter to the administration, a hold on a nominee or a speech against the sale resolves NO. If govinfo has not published the text in time, reports by the BBC and Al Jazeera settle it.

The pattern behind it

5 of 11
Five of the last eleven Gulf arms notifications that drew a disapproval resolution reached a recorded Senate vote inside the 30-day review. The distribution sits on the deadline rather than scattering around it: seven of the eleven land between day 25 and day 35, then a gap of six days, then a second group at 41, 44 and 48 where the sale had already gone through before the chamber voted, and one outlier at 77 days where a Qatari package was bolted onto somebody else's vote. The reason for the clustering is procedural. A joint resolution of disapproval is privileged once a notification is transmitted, so a single senator can force the chamber onto the record, and the incentive is to do it before the sale clears rather than after.

We looked at Gulf arms sales where Congress was formally told of the sale and a senator filed a resolution to block it. We counted the days from that notice to a recorded vote in the Senate. We found eleven since 2016, and five of them got a vote within the 30 days.
