Hunch. Andy Burnham said on 27 September that the runway is "principally a matter for London and Londoners" and would not back it before the consultation ends.
The runway support market resolves on gov.uk and Hansard: YES if between 12 October and the end of 31 December 2026 Andy Burnham himself says in public that he supports a third runway at Heathrow, in a statement, in Parliament or in an interview reported by BBC News or The Guardian. Words from the Department for Transport or other ministers, or government steps without Burnham's own words, resolve NO, and BBC and Guardian reports settle it if the official pages are silent.
We looked for cases where a company linked a new project to support from the government and named when it would decide. We found four such times, all in Britain, from 2016 to 2023. Each time the company asked for money or guarantees. Heathrow's owners ask the prime minister only to say that he supports the plan.
