Why these numbers

History. 0 of 8: no bill, amendment, resolution or vote against the move within four weeks; a member of the government's party spoke against it twice (March 2026 US, May 2026 UK).

Hunch. Republican congressman Don Bacon condemned the deal on 9 October, the first day.

How this resolves

The Congress market resolves on roll-call votes at clerk.house.gov and senate.gov, with the Congressional Record on govinfo.gov as backup. YES if by 20 November the House or the Senate holds a recorded vote on a bill, resolution or amendment that ends, pauses or limits the Russian diesel licence and at least one Republican votes for it, and NO otherwise; a voice vote or a vote only to delay does not count.

The pattern behind it

4 of 8
Four of eight times diesel was cheaper four weeks after a government eased sanctions on oil or fuel to bring prices down, and four times it cost more.

We looked for cases where a government eased sanctions on oil or fuel from a rival or sanctioned country, and said it did so to bring prices down or keep supply flowing. We found eight such moves from 2018 to 2026, seven by the US and one by the UK. Each time we compared the weekly diesel price in the week of the move with the first weekly price four weeks later.
