From 30 September to 29 October 2026 the Environment Agency and the Drinking Water Inspectorate announced no new fine, sentence or charge against South West Water (the six Holywell charges are still unsentenced), and the only Ofwat item was the routine yearly performance adjustment of 14 October, reported by The Guardian, under which South West Water returns £16m through bills, which is an automatic target payment for all firms and not an enforcement penalty package; Ofwat's news page blocked our reader, so the Guardian and BBC News reports settle the Ofwat side.

Hunch. South West Water has already pleaded guilty to six Holywell charges that still await sentence on a date not yet set (Environment Agency, 29 Sep 2026).
The new penalty market resolves on 30 October 2026 at 10:00 on the news pages of the Environment Agency (GOV.UK), Ofwat and the Drinking Water Inspectorate: YES if any of them announces a new fine, penalty package, court sentence or criminal charge against South West Water with a decision date from 30 September to 29 October 2026, including a sentence on the six Holywell charges. A new investigation without a penalty resolves NO. BBC News is the backup.
We looked for cases where a company whose customers cannot switch supplier had already been punished for the same kind of offence, and then got a bigger fine or penalty from a public regulator than any before. We found ten from 2015 to 2025: nine British water companies and one Californian energy company. In none of them did a regulator announce a new fine, penalty or charge against the same company within 30 days.
