Why these numbers

Hunch. This is the first such inspection of a mayoral combined authority, which spans five councils, and on 15 October the minister left its scope open.

How this resolves

The deadline market resolves on the gov.uk collection of statutory Best Value inspections and the Tees Valley inspection page, with written ministerial statements on parliament.uk and BBC News as backup: YES if by the end of 31 March 2027 no letter or statement has been published that moves the inspectors' reporting deadline beyond March 2027, and NO if such an extension is published. A report that arrives late without a published extension does not count, because that is how the ten earlier inspections were counted.

The pattern behind it

3 of 10
Three of these ten inspections had no identified extension to the first reporting deadline in the published official record; seven had documented extensions.

This cohort contains ten earlier section 10 Best Value inspections of councils and a fire authority, tracked through 15 October 2026. The published official records identify extensions to the first reporting deadline in seven cases and none in three. One inspection was originally commissioned by the Home Office; this is not a uniform sample of mayoral combined authorities. Submission and publication dates are distinguished below.
