Welsh Labour voted for the Second Supplementary Budget 2026-27 on 3 November 2026 after its deal with Plaid Cymru, and the motion passed 54 to 39 with no abstentions, as BBC News, WalesOnline and Deeside.com (off-list) report; the Senedd Record for that day is not yet published.
Hunch. Welsh Labour leader Ken Skates said on 13 October his party has not decided whether to vote for the budget or abstain.
The abstention market resolves on the Senedd Record of Proceedings for 3 November: YES if more Welsh Labour members are recorded as abstaining on the Second Supplementary Budget 2026-27 than voting for and against together, and NO otherwise. The market is void if the vote does not take place on 3 November, and BBC News Wales and WalesOnline settle it if the record is not yet published.
We looked for cases where the Welsh government made a deal with a party outside government before a budget vote in the Senedd. We checked votes from 2016 to 2026. We found ten such votes, under five deals. All ten budgets passed. In five votes, the partner party said it would abstain.
