Why these numbers

Hunch. New chair Lyndon Faulkner said on 12 October he will start by listening and stay open to challenge, while Dave Reddin said on 9 October the plan will not stop.

How this resolves

The licence market resolves on the union's Future of Welsh Rugby site and wru.wales: YES if by 31 July 2027 the union names the three professional men's teams for 2028-29, including the west Wales team, and NO if it does not, or if it stops, delays or drops the three-team plan. BBC Sport Wales and The Guardian settle it if the union's pages are silent.

The pattern behind it

3 of 4
Three of four times a new chair took over a sports body while an older plan was on its way, the plan went ahead within a year. Once, at the Olympic committee, it was dropped after 129 days.

We looked for cases where a sports body got a new chair or president while a big plan agreed by the old leaders was still on its way. We followed each new leader's first year. We found four such times, in four different bodies. Three of the plans went ahead without changes.
