Andy Burnham promised Britain a 10-year plan this year. Now he says maybe January.
UK Prime Minister Andy Burnham said on 5 November that his 10-year plan may come in December or January. He has no firm date yet.
What happened
Andy Burnham said his 10-year plan may go into the new year. On his first day as Prime Minister in July he had promised it for later this year.
On his first day as UK Prime Minister, Andy Burnham made a promise.
Later this year, I will bring forward a new plan for Britain, a 10-year plan, laying out a path from where we are now to where I believe we all want Britain to be.
Andy Burnham, first speech as Prime Minister,
He repeated the date to MPs on and at the United Nations on . On his office, No 10 Downing Street, wrote that the plan would be “published later this year”.
On he said the plan may come later. The BBC had reported November and Politico December. Asked by The Economist when it would appear, he said: “We may go into the new year, to be honest ... December or January, I think we will need to leave that open”. His aides told Politico that a move to 2027 is not confirmed. By no plan had appeared on GOV.UK.
On the New Statesman described a smaller plan. It wrote of a speech before Christmas, a document “slimmer than expected” and six to nine months of public consultation. Burnham called this “inaccurate briefing” and said the plan “will be substantial” and “definitely not going to be what has been briefed this week”. His reported words do not mention a speech, a document or a consultation.
Other news is waiting. The Guardian says some insiders link a quiet Budget on to announcements held back for the plan.

The Pattern
We looked for cases where a UK prime minister promised a major government document and said it would come by the end of the year. We found six, from 2012 to 2021. Three came out in time. In the other three nothing was out by .

The Read
Past promises alone point to an even result, and the news pulls towards a later date. 55 days before the end of the year, two of the six documents were already out. Of the three promises still waiting then, two went past the date, and one made later did too. Burnham’s plan is still not out. Only once did a prime minister say before that the date would be missed: Johnson on , and the paper came 49 days later. In 2017 it was Theresa May’s ministers who said so, in November. Against that, Burnham also said in his interview “When the 10-year plan comes out later this year”, and his aides say a move to 2027 is not confirmed. A document that opens a consultation would count as the plan.
There are reasons for doubt. Three of the six promises came from one man, Boris Johnson, and two of those first appeared in No 10 press releases. The 2020 promise said “set out” and the 2021 social care promise said “proposals”, so neither said a document would be published, and without those two, three of four missed the date. Three of the six were about social care, while this plan is for the whole country. Of the other three, on industry, regions and green energy, only the 2020 green plan came in time. The National Infrastructure Strategy of 2020 is not among the six, because Johnson first pointed to the March Budget, saying only that MPs would “learn more” then. If those words do not count as a date, it is a seventh promise, and four of seven came in time.
