Romania's government fell on 5 May. Will parliament confirm a new one by 31 July?

Two months after parliament voted out Ilie Bolojan's cabinet, Romania's parties cannot agree who leads next. The EU money deadline is 31 August.

What happened

Romania’s deadlock has outlasted two attempts to fill the premiership: President Nicușor Dan nominated Adrian Veștea after his first pick, Eugen Tomac, withdrew — and a confirmed government is still nowhere in sight.

Romania’s government fell on . A motion of no confidence against Prime Minister Ilie Bolojan passed with 281 votes. The vote made official a collapse that began in late April, when the Social Democrats left the governing coalition.

Two tries to replace him have not produced a confirmed cabinet. Eugen Tomac withdrew before his cabinet reached a vote in parliament. President Nicușor Dan then turned to Adrian Veștea, a Liberal former mayor, as his second choice. Talks on a broader compromise government have gone on since, without a breakthrough.

About €10bn of EU recovery funds hang on an August deadline. The budget deficit is expected to fall to 6.2 percent of output this year, from more than 9 percent in 2024. That gets harder every week Romania spends without a full government.

The Pattern

We looked at every Romanian government brought down by a censure motion, a vote of no confidence in parliament, since 1989. There are four. Then we checked how fast parliament confirmed the next government. Two were replaced within four weeks and two took much longer. Both of the slow ones went through failed nominations first.

2 of 4
Two of the last four Romanian governments toppled by a censure motion were replaced within four weeks: Ponta in ten days in 2012 and Orban in twenty-five in 2019. The two that were not took 51 days in 2021 and 71 in 2009, and both of those, like 2026, ran through failed nominations first. That is the full record of censure collapses since 1989.
2021 Romania, Cîțunot held
The Cîțu cabinet fell on with 281 votes. Two nominations failed before Nicolae Ciucă was sworn in on — 51 days of caretaker rule.
2019 Romania, Dăncilăheld
Viorica Dăncilă lost a censure vote on ; Ludovic Orban’s government won confidence on — 25 days.
Show the other 2 cases
2012 Romania, Ungureanuheld
Mihai Răzvan Ungureanu was toppled on ; Victor Ponta was sworn in on — just 10 days.
2009 Romania, Bocnot held
Emil Boc’s government fell on . Two nominees failed and a new cabinet only won confidence on — 71 days, the longest vacuum of the post-communist era.

The Read

History is split, but this case leans slow. The four-week window that 2012 and 2019 met closed on with no cabinet. Two nominations have already failed, as in 2009 and 2021, and both of those took more than seven weeks. Party leaders talk openly of arrangements ‘until at least August’. A caretaker Bolojan suits several of them: the Social Democrats (PSD) avoid owning spending cuts, and the Liberals (PNL) keep hold of government.

The first market gives Romania more time than history needs. Fifty-one days from the vote is . Seventy-one days, the longest gap since communism ended, is . Both slow cases would have finished well before , so a NO on that date would put 2026 outside the whole record.

The strongest case the other way is money. The deadline for EU recovery funds is the sharpest pressure on Romanian politics since the IMF era, and three parties are openly circling the ‘truce’ plan built around Nazare. When the pressure was sharp before, Romania moved in ten days and in twenty-five. A special session of parliament in July puts every party in the room, and a deal there would flip both markets in one afternoon.
