Why these numbers

History. 0 of 6. The fastest law took 5.3 months, in 2022, when the war in Ukraine sped it up. The others took 11, 12.5, 25 and 37 months, and one never came.

Hunch.

  • For: The ban needs only new regulations, not a new act of Parliament (GOV.UK consultation, 15 Jul 2026).
  • Against: The preferred start is August 2027 (GOV.UK consultation, 15 Jul 2026), and no response to the consultation has been published yet.
How this resolves

The rules market resolves on legislation.gov.uk: YES if regulations banning sponsorship or advertising by gambling firms without a UK licence are made or laid before Parliament by 2 December 2026. A draft or a response alone does not count, and BBC News and The Guardian are the backup.

The pattern behind it

2 of 6
In 2 of 6 cases the government or leaders who could act made a new formal promise within 10 weeks of the leak. In five a law or agreement followed, after 5 to 37 months.

We looked for cases where a leak or a press investigation showed something the responsible regulator could not stop on its own, while a government or lawmakers had the power to act. We found six cases since 2014, from LuxLeaks to the Pandora Papers. None is about gambling; all are about hidden money, where the same gap between regulator and lawmaker applies. In five, a law or agreement followed.
