Why these numbers

History. No count from the cases: House floor votes were not recorded for all 31. The question comes from what each side has said and done. The checker compares Hunch with the page base of 8 of 31.

Hunch.

  • For: Cruz said President Trump is eager to sign the bill (ESPN, 29 Sep 2026).
  • For: The NCAA said there is much work left in the House and is pressing for it (ESPN, 29 Sep 2026).
  • Against: The House failed several times over the last year to bring its own version to a vote (The Guardian, 29 Sep 2026).

How this resolves

The House vote market resolves on 18 December on the House Clerk's floor records and the bill's congress.gov page: YES if the House voted on passing S. 4668, its own college sports bill or any bill or conference report carrying the text, on or before 17 December 2026, by recorded or voice vote, whatever the result. A vote only on the rule for debate is NO.

The pattern behind it

8 of 31
8 of 31 bills the Senate passed by a large cross-party vote between 1 September and election day, with no House vote yet, became law before that Congress ended.

We looked for cases where the US Senate passed a bill between 1 September and election day, by at least two votes to one and with most members of both parties in favour, while the House had not passed it or its own version before the election. We found 31, from 1970 to 2000. Eight became law before that Congress ended. Below are the eight laws and two bills that died.
