Why these numbers
History. 3 of 8 laws: two came inside the House's own bill and one inside a year-end budget law.
Hunch.
For: The stopgap funding bills run only to early or mid December (The Guardian, 8 Aug 2026).
For: The House has its own college sports bill, and in 1970 the Senate text twice passed inside House bills.
Against: Passing S. 4668 unchanged sends it straight to the President without another Senate vote.
How this resolves
The carrier market resolves on the public law page on congress.gov: YES if the law that carries the Protect College Sports Act has a number other than S. 4668, NO if it is S. 4668. It is void if the law market resolves NO.
The pattern behind it
8 of 31
8 of 31 bills the Senate passed by a large cross-party vote between 1 September and election day, with no House vote yet, became law before that Congress ended.
We looked for cases where the US Senate passed a bill between 1 September and election day, by at least two votes to one and with most members of both parties in favour, while the House had not passed it or its own version before the election. We found 31, from 1970 to 2000. Eight became law before that Congress ended. Below are the eight laws and two bills that died.
