How this resolves

Resolves on the agenda published at democracy.cornwall.gov.uk for the Cabinet meeting of 23 September 2026, usually displayed in the week before the meeting. YES if an item title contains devolution, devolution deal, devolution agreement, strategic authority or Number 10 North. A verbal update under Leader's announcements does not count. If the meeting is cancelled or moved, the market voids. If that source has not published in time, BBC News Cornwall and Cornwall Live reporting the agenda settle it.

The pattern behind it

0 of 6
None of the six non-mayoral English devolution deals published since 2015 gave the area a power to raise revenue locally, and six is the whole record. The honest limits: the deals span nine years and two statutory frameworks, three of them were written on the same day to the same template, and the English Devolution and Community Empowerment Act has since changed the structures available, so the mechanism that produced this record may not be the one that decides Cornwall.

We looked at every devolution deal England has published since 2015 for an area with no directly elected mayor. There are six, starting with Cornwall's own deal in 2015, the first for a rural county. For each we asked whether it let the area raise money itself, for example through a levy or a tax it keeps. Money sent from Whitehall to spend does not count. Deals with a mayor are left out, and so are deals that were announced but never published. None of the six gave the area a power to raise money.
