Resolved: Further levy or VAT reduction on bills
The Budget of 28 October 2026 extends the 0% VAT rate on household electricity to July 2027 and pays £100 to homes in council tax bands A to D, a payment set by band and not by income data, the Budget 2026 document on GOV.UK shows.

How this resolves
The market resolves on the same documents. If more than one qualifying measure is announced, the option resolving is the one with the larger costed value in the policy costings table. If that source has not published in time, BBC News and the Financial Times settle it.
The pattern behind it
2 of 8
Two of the last eight fiscal events held within three months of a cap rise acted on household bills: November 2022, when the cap had reached £3,549, and November 2025, when the government moved levy costs off bills. Six did nothing: the Spring Statements of 2019, 2022 and 2025 and the Budgets of March 2021, October 2021 and October 2024. Eight cases is the full record since the cap began, and the two that acted did so when the rise was extreme or when the Treasury had a lever it wanted to use anyway.
We looked at every UK Budget, and every Spring or Autumn Statement, since the cap began in 2019 that came within three months after Ofgem announced a rise. We found eight. For each we asked one question: did it bring a new step that cuts household energy bills or helps pay them? Spending on energy efficiency, higher benefits and the Household Support Fund do not count, and nor does help announced outside these statements.
