Why these numbers

History. 4 of 7. In Southampton, Shropshire, Durham and Tower Hamlets a union struck before the new contracts began.

Hunch.

  • For: GMB and Unite both said they would enter a dispute at once.
  • For: Unison refused to put the offer to its members.
  • Against: No union had announced a strike vote for this dispute by 25 September.
  • Against: The council says it will withdraw the letters if all three unions agree to a vote.
How this resolves

The market resolves YES if members of the GMB, Unison or Unite working for Glasgow City Council hold at least one day of strike over the new pay system between 25 September and 31 December 2026, and a strike vote or mandate alone does not count. The council's own news page settles it, with BBC News Scotland and The Herald as backup.

The pattern behind it

4 of 7
In 4 of 7 cases a union struck before the new contracts began. Where a union already had a strike vote it struck within days, and where it did not, three to six months later. One council made a deal first.

In four of seven councils, a union struck before new contracts began. We looked for British councils that formally decided to dismiss their own staff and take them back on worse pay for some, from a set date, after talks with unions failed. We found seven since 2011. In Devon in 2025 a deal came first and nobody struck.
