Why these numbers

History. 5 of 7. Five past decrees were signed after 1 to 7 days; the two with open questions from the president took 10 and 19 days.

Hunch.

  • For: The government's summary already drops the words burqa and niqab and speaks only of covered faces.
  • For: The decree also carries measures for the school year that has just started.
  • Against: Mattarella said this week he was wary of barriers in education.
  • Against: It was not in the Gazzetta issue of 25 September.
How this resolves

The first market resolves on the Gazzetta Ufficiale Serie Generale: YES if the school decree-law approved on 24 September 2026 appears in an issue dated 1 October 2026 or earlier. If the site is slow to load, the government's press page and Al Jazeera are the backups.

The pattern behind it

5 of 7
In 5 of 7 decrees the president signed within a week of the cabinet vote, after 1, 1, 2, 3 and 7 days. The two slower ones took 10 and 19 days, and in both the president still had open questions.

We found seven Italian decrees like this one since 2007. Each was an emergency decree on security, migration or public order, made by a government with its own majority, and in each the president had doubts on the record or asked for changes. We counted the days from the cabinet vote to the president's signature, and checked whether parliament changed the text.
