No Rosebank decision letter was signed by 4 November 2026: the gov.uk Rosebank Field Development page was last updated on 16 July 2026, BBC News on 4 November reports the decision on Rosebank is still to come, and The Independent on 5 November says the field is still awaiting a decision from the energy secretary.
Hunch. Rosebank sits one week behind Jackdaw at every step of the register, and it is the field that was taken to court and lost its first consent, which is a reason to expect the department to sign it second rather than first.
The Rosebank market resolves on the Rosebank project page at gov.uk by the same test, with the date moved to 4 November 2026. It resolves YES if a decision letter to the developer is dated on or before that day, whichever way it goes. If the page has not been updated, the Financial Times and the BBC settle it.
Seven offshore oil and gas fields have a signed decision on record. For each, we counted the days from the end of public consultation to the signed decision letter, using the project pages on gov.uk. Jackdaw's own earlier rounds are left out. Two came within 79 days, and the other five took 265 days or more. The same government department decided every case, and two letters, Murlach and Affleck, were signed on the same day.
