How this resolves

The market resolves on a spending review, budget report or budget consultation published on wandsworth.gov.uk or in the council's committee papers by 30 September 2026 that states a proposed 2027-28 council tax increase; YES if the figure, or the lower bound of a stated range, is 100 per cent or more of the borough element. If that source has not published in time, PoliticsHome and BBC News settle it.

The pattern behind it

7 of 8
Seven of the last eight requests to break the council tax limit were granted: Shropshire, North Somerset and Worcestershire at an extra 4 points, Trafford, Windsor and Maidenhead and Warrington at 2.5, and Bournemouth, Christchurch and Poole at 1.75, all for 2026-27. The eighth, Hampshire's 14.99 per cent for 2025-26, was refused. The full record since 2024-25 is seventeen of twenty granted, with Slough and Cheshire East the other refusals, and the largest grant 10 per cent. The limitation to state plainly is that all twenty decisions were taken by one department applying one published test, so they are closer to one decision-maker's revealed policy than to twenty independent trials.

Councils that asked to go above the limit usually got a yes. We looked at every request by an English council for its own higher limit with a public outcome in the three yearly rounds from 2024-25 to 2026-27. We asked whether ministers granted a higher limit, at any level. Twenty requests are on record, and seventeen were granted. The eight most recent are shown below.
