Resolved: Nothing substantive

DHSC’s anniversary-period communications, including the 8 July 10 Year Capital Plan, pledged only to “improve the NHS App” without naming new capabilities or citing usage milestones (gov.uk, 8 Jul 2026).

How this resolves

The anniversary market resolves on official DHSC or NHS England communications between 1 and 31 July 2026: 'New features announced' requires at least one named new NHS App capability; 'Usage milestone only' requires statistics without new capabilities; otherwise 'Nothing substantive'.

The pattern behind it

2 of 4
Of four flagship NHS digital initiatives since 2002, two delivered at national scale (the NHS App and the Covid Pass) and two either failed outright (NPfIT) or remain unproven pledges (the 10 Year Plan's outpatient shift). The split is honest: HomeTest's app-first design puts it on the better side of the pattern, but its national procurement puts it on the worse one.

Features added to the NHS App tend to work. Large projects bought centrally for the whole NHS tend to struggle. We looked at the biggest NHS digital projects and found a split record. The same organisation ran the largest civilian IT failure in UK history and also built one of its fastest-adopted digital products.
