The Scottish Government published no council tax band consultation between 3 September and 3 October 2026; the most recent one, on new high-value Bands I and J, opened on 6 July and closed on 24 August 2026, according to gov.scot and its consultation hub.
Resolves on gov.scot. YES if a document published on or after 3 September and on or before 3 October 2026 and presented as a consultation seeks views on new or changed council tax bands or multipliers. A call for evidence by a parliamentary committee does not count; the consultation must be issued by the Scottish Government. If that source has not published in time, BBC News Scotland and the Herald settle it.
We found four plans since 1999 to change how council tax works. Each was a Scottish government's own plan or a review it had ordered. Each was about the bands, how much each band pays, or replacing the tax, and not about the size of bills. We asked whether a Bill or order to make the change was put before the Scottish Parliament within 18 months. Freezes and caps are left out because they keep the tax as it is.
