How this resolves

Resolves on the Bills page of the Scottish Parliament website (parliament.scot), which records the introduction date on the day of introduction. YES if a Bill titled Public Service Renewal (Scotland) Bill is recorded as introduced on or before 30 November 2026. A different title counts only if the Scottish Government confirms it is the same Bill. If that source has not published in time, BBC News and The Guardian reporting the introduction settle it.

The pattern behind it

7 of 8
Seven of the last eight Scottish Bills to abolish or merge a tier of area-based bodies reached the statute book with the structure as introduced; over the full record since 1999 it is eight of nine. The nine are the water authorities, NHS trusts, tourist boards, district courts, children's panels, police and fire services, community health partnerships, community justice authorities and the National Care Service. The one that did not hold is the newest: the transfer of social care to a national service was removed at Stage 2 and the Bill passed as the Care Reform (Scotland) Bill.

We found nine Bills since 1999 that merged local public bodies. In each, the Scottish Executive or Scottish Government asked the Scottish Parliament to abolish a set of area bodies, or to merge them into one national body or into fewer bodies. We asked whether the change became law in the form first proposed. Changes made without a new Act, such as the 2013 college mergers, are left out because they are easier. So are plans that never became a Bill.
