On 2 October 2026 Congress voted to revoke Royal Decree-law 27/2026 on rental contracts, published in the BOE on 1 October, with PP, Vox and Junts voting against, according to the Congress resolution in the BOE (BOE-A-2026-20527) and Al Jazeera.
History. 4 of 7 decrees approved despite a public no from the party the government needed. The three that fell were in Spain.
Hunch. Infobae reported on 30 September that the People's Party, Vox and Junts, a majority together, had announced votes against this decree, and every decree Junts opposed since going into opposition in October 2025 has fallen.
The approval market resolves on the Congress resolution published in the BOE: YES if Congress approves (convalidates) the decree on automatic extension of rental contracts approved on 29 September 2026. A vote to revoke it, or the 30-day limit passing with no vote, resolves NO. It is void if the decree was not published in the BOE by 2 October 2026. We looked for cases where a government without its own majority issued a decree that lapses unless parliament approves it in time, and the party whose votes it needed said no in public before the vote. We kept only governments that had already lost such votes, as this one has lost eleven since 2023. We count decrees settled by one vote, or by one party decision, as one case. We found seven since 1997, five in Spain and two in Italy.
