No gov.uk release or speech and no Hansard answer between 13 September and 14 October 2026 said Ukraine has the right to strike energy or oil targets inside Russia; the Prime Minister and Foreign Secretary instead backed an energy ceasefire, including in the 12 October Commons statement and the 14 October Zelensky meeting readout.
(adjacent). The market resolves on gov.uk and Hansard: YES if a ministerial statement, press release, speech or answer dated 13 September to 14 October 2026 says Ukraine is entitled or has the right to strike energy or oil targets inside Russia; support for Ukraine's self-defence that does not name energy or targets inside Russia does not count. Hansard sits behind a bot check, so if it cannot be read BBC and the Guardian settle it, and silence by 23:59 BST on 14 October resolves NO.
We looked for every public request since 2022 that Ukraine limit its strikes on Russian territory or on Russian energy. We found five. Four came from Washington, and one came from unnamed partners, as Zelensky reported it. For each we checked whether Ukraine's president, the General Staff or a named commander publicly claimed a strike on a Russian refinery, oil depot, pipeline station or oil terminal within 14 days of the request becoming public. Claims made through unnamed sources do not count.
